OUR ACHIEVEMENTS

BMP and its experts together have extensive and long experience in advisory support, technical assistance in the field, providing training and analyzing and formulating economic policies. Some examples can be cited:

• Strengthening government capacity in public finance management including forecasting, budget programming, preparation, implementation and monitoring of the program budget, development of integrated financial management systems and assessments of public finances management (PEFA, CPAR, ROSC): North America, Africa and Haiti : Production of training procedures manuals, trainings and support to the Ministries of Finance and Economy on international best practices in the operationalization and implementation of program budgets, control of budget execution and monitoring and evaluation.

• Technical assistance in the design and implementation of analysis, forecasting and simulation of Planning-Programming-Budgeting-Monitoring and Evaluation system (PPBSE) ex. Development of analytical models, forecasting and simulation of economic policies as well for the economies of developed countries than for developing countries able to serve as basis, among others, to the development of economic forecasts of medium and long term, the analysis of the impact of budgetary and fiscal policies and implementation variants to measure the impact of uncontrollable events (domestic or external shocks related to the international environment).

• Support the development and implementation of Medium Term Budgetary Frameworks (MTBF) and Medium-Term Expenditure Frameworks (MTEF) consistent with the objective of macroeconomic stability, public investment policy formulation and provision of training on the management of the investment cycle, the logical approach and monitoring and project evaluation: Ex. Mauritania: Technical assistance to the Ministry of Economy and Finance (MEF) for the development of methodological tools and guides on the conduct of elaboration processes of the MTEF and PIP (Public Investment Program), project maturation of public investments projects, their implementation and their monitoring and evaluation as well as provision of training modules for managers and agents of the MEF and sector ministries stakeholders in the development and implementation of the MTEF and PIP.

• Capacity building and technical assistance in the development of government financial operations table (TOFE), analysis and projection approaches of TOFE and the articulation between it and the Medium-Term Expenditure Framework: ex. Dispense of training to officials of ministries of Finance of member countries of the Bank of Central African States in the production and use of a TOFE complying with standards set by the IMF.

• Capacity building of monitoring institutions and analysis of economic and financial developments: ex. Contribution to improving management systems and strengthening of public financial management capacity of the countries of Central African governments and West African, through the implementation of technical assessment missions, production of analytical reports on public procurement (CPAR methodology) and monitoring of budget processes (best practices of budgeting and monitoring the implementation of the budget).

• Capacity building on advanced techniques of econometric induction and analytical software: ex. Dispense of training modules to public agents on econometric techniques, including training modules of programming under Eviews, Gams, Gauss, Matlab, RATS, SAS, Stata, Tecpro for the purposes of macroeconomic forecasting, analysis and simulation.

• Design of database architecture and data warehousing, development of indicators and quantitative tools for analysis and evaluation particularly relating to public programs for development or infrastructure.
